Reglementarea efectiv\u0103 a \u00eenceput abia \u00een 2015, odat\u0103 cu \u00eenfiin\u021barea Oficiului Na\u021bional pentru Jocuri de Noroc (ONJN), a\u0219adar multe ini\u021biative de protec\u021bie a juc\u0103torilor sunt relativ recente. \u00cen prezent, auto-excluderea la nivel na\u021bional se finalizeaz\u0103<strong>\u00a0\u00een maximum o zi lucr\u0103toare<\/strong>, dac\u0103 cererea este transmis\u0103 corect de operator.<\/p>\n<p>Totu\u0219i, procesul implic\u0103:<\/p>\n<ul>\n<li>fie deplasare fizic\u0103 la ONJN;<\/li>\n<li>fie trimiterea prin e-mail cu semn\u0103tur\u0103 calificat\u0103;<\/li>\n<li>fie autentificare notarial\u0103;<\/li>\n<li>fie cerere depus\u0103 direct la operator (care e obligat s\u0103 o transmit\u0103 la ONJN) \u2013 de men\u021bionat c\u0103 aceast\u0103 op\u021biune\u00a0<strong>nu este totu\u0219i ideal\u0103<\/strong>, av\u00e2nd \u00een vedere c\u0103 au fost deja semnalate cazuri \u00een care operatorii individuali nu au transmis cererile \u00een timp util c\u0103tre ONJN.<\/li>\n<\/ul>\n<p>\u00cen acest context, este de dorit ca fiecare juc\u0103tor s\u0103 comunice \u00een mod direct cu autoritatea ONJN mai degrab\u0103 dec\u00e2t s\u0103 implice operatorii de jocuri de noroc. C\u00e2teva din<strong>\u00a0m\u0103surile recente<\/strong>\u00a0pentru a proteja juc\u0103torii vulnerabili:<\/p>\n<ul>\n<li><strong>Fondul \u201dJoc Responsabil\u201d<\/strong>\u00a0\u2013 operatorii licen\u021bia\u021bi sunt obliga\u021bi s\u0103 pl\u0103teasc\u0103 anual sume considerabile c\u0103tre acest\u00a0<strong>fond menit s\u0103 protejeze juc\u0103torii<\/strong>, \u00eens\u0103 un raport din 2024 a ar\u0103tat c\u0103 banii au r\u0103mas neutiliza\u021bi. Practic, de\u0219i p\u00e2n\u0103 \u00een 2023 statul a colectat deja aprox. 3,5 milioane euro \u00een acest fond, ace\u0219tia nu au fost transforma\u021bi \u00eenc\u0103 \u00een programe concrete pentru cei aproximativ 100.000 de rom\u00e2ni dependen\u021bi de jocuri de noroc, conform ultimului studiu relevant, din 2016, realizat de GfK.<\/li>\n<li><strong>Consiliul Na\u021bional al Audiovizualului (CNA)<\/strong>\u00a0a impus recent un nou cod de reglementare a publicit\u0103\u021bii agresive \u2013 una dintre cele mai severe m\u0103suri este\u00a0<strong>interzicerea apari\u021biei persoanelor publice \u00een reclamele la jocuri de noroc<\/strong>. Cu toate acestea, m\u0103sura a fost publicat\u0103 \u00een Monitorul Oficial la 8 iulie 2025, iar m\u0103surile ar urma s\u0103 fie implementate concret abia \u00een 90 de zile de la aceast\u0103 dat\u0103.<\/li>\n<\/ul>\n<p>Una din principalele probleme ale Rom\u00e2niei o reprezint\u0103<strong>\u00a0lipsa unei platforme digitale centralizate<\/strong>\u00a0pentru toate cazinourile. \u00cen momentul de fa\u021b\u0103, dup\u0103 procesarea \u0219i validarea cererilor, ONJN<strong>\u00a0trimite manual baza de date<\/strong> cu juc\u0103torii autoexclu\u0219i via email tuturor operatorilor de jocuri de noroc licen\u021bia\u021bi. Autoritatea pl\u0103nuie\u0219te s\u0103 implementeze o astfel de platform\u0103, \u00eens\u0103 p\u00e2n\u0103 \u00een momentul de fa\u021b\u0103 ac\u021biunile concrete se las\u0103 \u00eenc\u0103 a\u0219teptate.\u00a0\u00cen acest context, rezultatul auto-excluderii, mai ales la nivel de operator fizic,\u00a0<strong>r\u0103m\u00e2ne de multe ori la voia \u00eent\u00e2mpl\u0103rii<\/strong>. De ce? \u00cen lipsa unei platforme informatice unificate, operatorii fizici trebuie s\u0103 verifice manual lista celor auto-exclu\u0219i \u0219i s\u0103 \u00ee\u0219i asume responsabilitatea de a identifica to\u021bi juc\u0103torii care le trec pragul. \u00cen mod real, acest lucru nu se \u00eent\u00e2mpl\u0103 \u00eenc\u0103, exist\u00e2nd cazuri de auto-exclu\u0219i care au putut continua s\u0103 joace \u00een majoritatea s\u0103lilor fizice.
